Symptoms
Unable to deliver INT workspace a second time.

SBL-DAT-60300 | SBL-DAT-60289
The issue can be reproduced at will with the following steps:
1. Open Siebel Tools > create an INT WS
2. Create DEV children and deliver them to INT
3. Deliver INT to MAIN
4. Create new DEV Childer and deliver them to INT
5. Try to deliver INT a second time > errors out.
