Unable to Schedule Siebel BIP Report (Doc ID 2673243.1)

Symptoms

Siebel-BIP Report scheduling is not working, independently of what frequency is used.

Accessing the BI Publisher Job History reveals that job finishs in "Error" or "Problem" status with the below generic error captured inside the bipublisher.log.
