"ORA-02391 : exceeded simultaneous SESSIONS_PER_USER limit" Error Encountered Suddenly When Generating Siebel BIP Reports After Initial Successful Execution Of Reports (Doc ID 2674354.1)

Symptoms

When trying to generate Siebel BI Publisher reports using Siebel Security Model after a BI Publisher restart, the reports fail suddenly after initial successful execution and the following errors are recorded in XMLPReportServer.log:

GenericLog GenericError 1 000000025eb514e8:0 2020-05-08 17:53:19 ( (0) err=2818155 sys=9815388) SBL-OMS-00107: Object manager error: ([0] BI Publisher engine failed to generate report.(SBL-RPT-50524)

In the EAIObjMgr_enu log, below error was seen:

ObjMgrLog Error 1 0056e53f5e560c24:0 2020-05-08 17:53:19 (oracon.cpp (4172)) SBL-DBC-00112: An error has occurred executing a query. Query did not execute successfully because it exceeded the resource limits set on the database server. Please simplify your query or report this problem to your systems administrator.
GenericLog GenericError 1 0056e53f5e560c24:0 2020-05-08 17:53:19 (secmgr.cpp (2773) err=4597538 sys=0) SBL-SEC-10018: An error has occurred executing a query. STEPS TO REPRO
---------------

1. Setup Siebel BI Publisher (BIP) integration with Siebel security model
2. Setup same authentication scheme (database or LDAP) for XMLPReportServer, EAIObjMgr_enu and Siebel Application Object Manager that is used for generating reports
3. Check to see if the report generation is successful consistently and there are no intermittent errors
