Opportunity Products Are Not Synchronizing Via Inbound Integration With Error Cannot perform 'NewRecord' on the business component 'Opportunity Product'(SBL-EAI-04421)

External system is trying to synchronize the records by sending Opportunity and related Opportunity Products.
Opportunity Products are not Synchronizing via inbound integration intermittently with below error on the EAI siebel adapter Synchronize method:
The issue can be reproduced at most of the time with the following steps:
1. On the external system side, invoke EAI Siebel Adapter > Synchronize method to create a new Opportunity with Opportunity Products
2. Invoke the Synchronize method to the Synchronize Opportunity with a different Opportunity Products, and failed with the NewRecord error.
From the log, the Opportunity product are deleted, but got error "Cannot perform 'NewRecord' on the business component 'Opportunity Product'(SBL-EAI-04421)" when creating new Opportunity Products.
The Synchronize should deleted the existing Opportunity Products and create new ones.
