GenbScript Fails With Error SBL-SFR-00118: A Newer Version Of Software Is Required. (Doc ID 2675578.1)

When attempting to execute genbscript based on Siebel HTIM application, the following error occurs:

UpgradeLog UpgradeInfo 3 000000025ed03690:0 2020-05-29 01:06:51 Upgrade Component: Siebel Database Schema, Min Version:, Max Version:, Current Version:

ObjMgrSessionLog Error 1 000000025ed03690:0 2020-05-29 01:06:51 (upgchkvr.cpp (184)) SBL-SFR-00118: A newer version of software is required. Press Yes to upgrade now or press No to continue.

Component Version Information:
Component: Siebel Client Repository File__ENU, Current Version: 0, Minimum Version: 8, Maximum Version: 8

The issue can be reproduced at will with the following steps:
1. Try to execute genbscript using HTIM.cfg file
2. Above error comes up
3. When using uagent.cfg to generate browser script, error is not coming up.
