Sending Emails Fails With SMTP DATA error: 503 5.5.2 Need rcpt command (Doc ID 2675963.1)

Symptoms

F9 sending mails works fine on DEV environment.

Then the same settings are done on PROD environment with the same email server, but F9 does not work.

The CommOutboundMgr log shows the following error:
