LOV Row_Id and WS_SRC_ID Are Same In Siebel 19 and Later

Symptoms
LOV about record row# do not display row_id it displays ws_src_id.
STEPS
------------
1) Goto list of values under Admin - data screen
2) Query for LOV and get row id using about record option in help menu item
3) Query in DB for record using row id and compare row id and ws_src_id value
