Symptoms

When attempting to rollback Siebel in a Windows environment the following error occurred in the log file  <Siebel Home>\ses\cfgtoollogs\oui\rollback\rollback_MM-DD-YYYY_HH.MM.SS.log

SEVERE: <Siebel Home>\ses\siebsrvr\BIN\libarm.dll (The process cannot access the file because it is being used by another process)
