Communications List Does Not Display Records In FRA only ENU (Doc ID 2677666.1)

Symptoms

Error "SBL-DAT-00309" when accessing “All Inbound Item List View” in FRA application:

The issue can be reproduced at will with the following steps:
1. Customer configured a dynamic drilldown object on the HLS Case Activity List Applet. The drilldown is on the Type field (see Communication.sif) and the view is “All Inbound Item List View”

2. Everything works fine in ENU, but in FRA it gives error
3. Query of the activity is using the French text (Communication et activités) when searching for CAL_TYPE_CD.

Noted same behavior when using standard SRF and going to Communications view (Site map -> Communications -> Communications List)

1. Select All Communications
2. ENU application returned many records
3. FRA application returned zero record
