Clear Cache For REST Services Does Not Work

When attempting to invoke the Business Service using the Rest Web Services,
the following error occurs.
ObjMgrLog Error 1 00000c895ec420f8:0 2020-05-29 12:02:23 (acrscengine.cpp (1726)) SBL-DAT-00825: Access to Resource TestBS of type BUS_SVC is denied
ObjMgrLog Error 1 00000c895ec420f8:0 2020-05-29 12:02:23 (model.cpp (4323)) SBL-DAT-00227: Unable to create the Business Service 'TestBS'
ObjMgrBusServiceLog Warning 2 00000c895ec420f8:0 2020-05-29 12:02:23 (restadapter.cpp (1292)) SBL-DAT-00227: Unable to create the Business Service '<?>'
Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. Open the Siebel tools create a workspace and select the existing business service and make the changes on the script.
2. Deliver the changes to MAIN.
3. Navigate to Administration - Application --> Business Service Access --> Select the business service and Click on Clear Cache
4. Invoke the BS using the Rest services from POSTMAN or any other tool.
