Require Compatibility Rule Is Not Working At Quote Level

Symptoms
On : 8.1.1.11 [IP2013] version, Order Management
Require Compatibility Rule is not working correctly throwing error in Product configurator even though required Product is added already under Bundle component.
System is throwing error in Quote context and same is working fine in Order context
The issue can be reproduced at will with the following steps:
1. Created below 2 customizable Products
CP1
|--SP11
|--SP12
CP2
|--SP21
Note: For SP21 "Check Eligibility" is Y
2. Created Compatibility Rules by going to Eligibility and Compatibility Rule and created below Rule
Type = Requires
Subject - Product = SP21
Object - Product = SP12
3. Created Order and added two customizable Products Under CP1 added SP12
Further when customize CP2 and select SP21 in confiurator didnt throw error. No issue here. Since SP12 is there while adding SP21 didnt thrown error which is expected behavior
4. When repeated the same at Quote when customize CP2 and select SP21 throwing below message even though SP12 already exists under CP1

Explanation
Based on the existing compatibility and eligibility rules SP21 is not
eligible: SP21 requires SP12 (via rule SP21 requires SP12).
Note: At order level working without any issue only facing at Quote
