Unable To Login To Migration Application Due To "Unable to get DB details from Migration Profile" Error (Doc ID 2689308.1)

Symptoms

When attempting to login to Migration Application that is configured on a particular host it fails at times with the following error:

Unable to Connect to the Database, contact Siebel Administrator

In the migration.log file located under ai\applicationcontainer\logs directory the following error is found:

[FATAL] 2020-06-15 17:08:23.626 [https-jsse-nio-443-exec-3] Migration - com.siebel.migration.server.MigrationDataComp:initConnection Unable to get DB details from Migration Profile
[ERROR] 2020-06-15 17:08:23.627 [https-jsse-nio-443-exec-3] Migration - com.siebel.migration.server.MigrationServer:doPost Could not initialze the DB. Application will be in light mode

This issue surfaces at times after bouncing the environment.
