Symptoms

Records are missing for FRA language in S_RR_APPLET table post FullPublish

The issue can be reproduced at will with the following steps in customer environment:
1. Customer is on 20.1 and ran Flatten Workspace
2. Ran FullPublish to populate runtime repository data
3. FRA language records are missing post running these steps
