Siebel SQL Server Upgrade Process Fails At "Prepare for Seed Import" Step With "There is already an object named 'xxx' in the database" And "Read 0 tables and 0 indexes from existing schema" Error (Doc ID 2690401.1)

Symptoms

When attempting to upgrade to IP2017 or later from lower version, the upgrade fails and the following error occurs in ddlctl_tab.log

2020-05-06 16:36:10 Reading tables and indexes from DDL file...
2020-05-06 16:36:24 Read 5018 tables and 25801 indexes from DDL file...
2020-05-06 16:36:24 Reading existing schema...
2020-05-06 16:37:39 Read 0 tablespaces, 0 tables and 0 indexes from existing schema...
...
2020-05-06 16:37:39 SQL Statement:create unique nonclustered index xxx on xxx ("ROW_ID") on 'default'
2020-05-06 16:37:39 [Microsoft][SQL Server Native Client 11.0][SQL Server]There is already an object named 'xxx' in the database.

STEPS
-------
The issue can be reproduced at will with the following steps:

1. Upgrade from lower versions of Siebel to IP2017 or later
2. Make sure all of the required steps for upgrade is being followed
3. Check to see if upgrade is successful
