Connection Creation in RR - Migration Application Is Failing With Error "Server you are trying to access is either busy or experiencing difficulties" Without PostInstallDB

After applying patch IP 20.6 in development env (DR env), PostInstallDB executed successful, and here able to create the new migration connection without any issues
Applied PS20.6 in SIT env(RR env) and didn't ran PostInstallDB utility, and when tried to create a new connection in migration profile. its failing with below error
"Server you are trying to access is either busy or experiencing difficulties"
From the Migration.log found below specific error
[ERROR] 2020-07-13 17:43:42.256 [https-test-] Migration - com.siebel.migration.server.MigrationEngine:saveConnection Unable to insert a new connection due to exception java.sql.SQLSyntaxErrorException: ORA-00904: "TBLO_USERNAME": invalid identifier
