After Update 20.5 Is Applied on 18.8, Siebel SMC Login Fails With "The user ID or password that you entered is incorrect" (Doc ID 2696884.1)

Siebel environment has been updated to IP 20.5 from IP 18.8 Successfully. The Application is up and Running.
But login to SMC fails with "The user ID or password that you entered is incorrect."
Even Safe Mode login fails.

The user ID or password that you entered is incorrect.

The issue can be reproduced with the following steps:
1. Siebel 20.5 has been applied on top of 18.8
2. When login is executed at SMC, it fails.


 Siebel 20.5 has been applied.
