Loyalty Batch Engine Is In Online State > Server Jobs Not Changing From Queued To Active (Doc ID 2697327.1)

Symptoms

Loyalty batch engine stopped processing records, the server job was still in the 'Queued' Status.
Loyalty batch engine should process transactions and the server job should be in an Active status

The issue can be reproduced at will with the following steps:
1. Start batch engine
2. Set transactions to 'Queued'
3. No transactions are processed and the server job has a 'Queued' status
This does not update
