System Email Alert Not Generating When Object Manager Crashes (Doc ID 2698287.1)

Crashes are not generating Email system alerts, Customer will need a alert to proactively manage Object Manager downtime.

Crashes seen on loyaltyObjMgr_enu, No notifications send with NotifyHandler=AdminEmailAlert/DisableNotification=false
