Application Interface Fail to Take Requests After Firewall Idle Timeout Is Reached (Doc ID 2700100.1)

Symptoms

Siebel application taking time to get get initial login page for the first session if the system is idle for more than one hour. 

Every morning, initial session for OM is taking nearly 20 mins, once first session is successful follow up logins are working as expected. During first session, if AI is restarted all works fine. 

There is firewall between AI & SES with idle timeout of 3600 secs.

Active Session Timeout = 900 secs

Firewall Idle Timeout = 3600 secs

ConnIdleTime = -1


STEPS

The issue can be reproduced at will with the following steps:
1. Siebel 19.x
2. Set system / server idle for 1 hour
3. Access Siebel application, application load will take nearly 15 mins for initial session after system set idle for 1 hour
