Workflow Process Manager Component Crashes with error ORA-28000 (Doc ID 2701090.1)

The Workflow Process Manager Component (WfProcMgr) was crashing in all Siebel Servers in the Siebel Enterprise.

It kept crashing when trying to restart the component.

When the component was restarted, the following error was found in the Siebel Enterprise log:
