Incremental RR Migration Affects New User Logins While the Migration Is Still Running; Blank Page Is Returned (Doc ID 2704131.1)

Symptoms

When performing Incremental Runtime Repository (IRR) Migration the Siebel Manifest tables data are deleted and imported later.
Until the respective data are reimported users requiring Manifest data are impacted.
The following tables are exported and imported during the repimexp process execution that are part of IRR migration among others that are not Workspace aware.

S_UI_OBJECT
S_UI_OBJ_EXPR
S_UI_OBJ_EXP_FL

This impacts new users trying to login as they get a blank page upon login. It does not impact already logged users.

The whole export and import process takes around +11 minutes.

This is applicable to DB2 z/OS database.
