One Of The Siebel Servers Is Not Coming Up After Changing SADMIN User's Password (Doc ID 2704524.1)

On : 18.10 version, System Admin

ACTUAL BEHAVIOR
---------------
Siebel is not coming up on one of the Servers after changing SADMIN user's password


EXPECTED BEHAVIOR
-----------------------
All siebel servers should be running

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Clustered Gateway environment.

2. Three Siebel Servers co-located with gateway.

3. one Siebel server not co-located with gateway.

4. After changing the SADMIN password as per document 2557829.1,  Siebel came up fine on the three servers that are co-located with Gateway Cluster.

5. But siebel server did not come up on the 4th server which is not co-located with gateway clusters.
