Unable To Login To Siebel Application Due to "Server Is Busy" Error (Doc ID 2705088.1)

Symptoms

When attempting to Call Center OM it is giving "Server is busy..." error. All users are unable to use the Call Center application.
The Siebel Server was already bounced from the OS level and up, but to no avail.

For troubleshooting purposes Siebel Javabean was used to verify the object manager was working as expected.
Siebel Javabean login was done on the Siebel Server itself.

When attempting to execute telnet command from the web server towards the SCBroker port it just hung.

In the swse log file it was just showing that anonymous user GUESTCST could not be authenticated.
This explains why the login page could not be displayed.
