CTI Hoteling Toolbar is Not Enabled With Siebel SSO Login Throwing DISA Error 'SBL-UIJ-52896 Cannot communicate with Desktop Integration Siebel Agent!'

On : 19.4 version, CTI
When Logged in to CTI Siebel 19.4 application with SSO user, CTI toolbar is not enabled instead throwing below error message.
DISA 12.19.x Plugin was installed in the user machine.
The issue can be reproduced at will with the following steps:
- Login to Siebel application with CTI SSO user
- Home page is launched with Toolbar is not enabled
- Above error message is displayed
