In 20.8 Inbound Web Service, While Creating Service Ports - Unable To See The Active Workflows In The Service Name Dropdown (Doc ID 2711277.1)

Symptoms

While Creating the New Inbound Web Service definition in the Siebel Application and trying to select the 'Service Name' from the Service Ports applet, Unable to select the Workflow Process.

Steps to Reproduce:
---------------------
1) Create a Workspace in Siebel Tools and add dummy comments to Workflow and Deliver it to the MAIN workspace.
2) Then Launch the Siebel application --> Navigate to the Administration – Web Services and click on 'Inbound Web Services..
3) Query for Custom/Vanilla Web Service and create a New record on the middle applet 'Service Ports'.
4) Select the 'Business Service / Business Process Name' Pick applet and click on New (+) to create a record.
5) It opens a pop up and select the ‘Workflow Process’ From the Implementation Type drop down.
6) And on the next Drop down 'Service Name', try to select the workflow but the result is empty and no workflow definitions are visible in the dropdown.
