Siebel Remote - When using System Preference 'Password Recycle History' Messages displayed to Users can be misleading

Symptoms
Siebel Remote / Replication / Anywhere - on version: 15.12 [IP2015]
On a Development / Test environment, Siebel Remote system preference - Password Recycle History appears with incorrect value in password policies prompt.
After setting in Administration - Siebel Remote > Remote System Preferences
"Password Recycle History = M"
and
"Minimum Number of Characters = N"
and extracting the user, the prompts for password policies indicate some wrong values.

Please note the following password policies:
- Password string must have at least N characters.

- Your previous N passwords cannot be reused.

Also the 'Password Recycle history' field cannot be set to > 5 in same Remote System Preference view - as a validation message would pop-up.
The expected behaviour should be that - the password policies prompt should look like:

- Your previous M passwords cannot be reused.

The issue can be reproduced at will with the following steps:
1. Log in to Siebel application as SADMIN user.
2. Set / check in Administration - Siebel Remote > Remote System Preferences as below:
Password Recycle History: 3
Minimum Number of Characters: N (N = 7, 8, 5)
3. Run a Database Extract (DbXtract) for a specific Mobile Client user and synchronize to do the initialization (ensure that completes fine).
4. In Mobile Client application, log using User credentials and navigate to Tools > User Profile Preferences View.
5. While setting the 'Password' and 'Verify Password' fields in this view to an old (previous password), the warning message appears with value N for 'Minimum Number of Characters' and not the value set for 'Password Recycle History'.
