The following issue was reported with Quote to Order functionality in Order management module:
When doing Quote to Order from UI, the CFG_STATE_CD column is filled with "Engine Picked Item" in the line item attribute table (S_ORDER_ITEM_XA).
When doing Quote to Order via SOAP UI , the CFG_STATE_CD column in S_ORDER_ITEM_XA table remains NULL.
