Siebel Loyalty Batch Component is not Coming Online

LoyEngineBatch component fails to start after upgrade to 20.2
1. Navigate to the Administration - Server Configuration screen, then the Servers view.
2. Select the appropriate server from the list of servers, and then the Components tab. Query for the eLoyalty Processing Engine - Batch.
3. Navigate to the Administration - Server Management screen, then the Servers view.
4. Query for Component Group Siebel Loyalty Engine
4. Select the Components tab, then query for the component eLoyalty Processing Engine - Batch.
5. Verify that the eLoyalty Processing Engine - Batch component has a component state of Online.
