When attempting to execute upgrade, the upgrade wizard fails during encryption upgrade and the following error occurs as seen in EncryptUpg_Execution.log

The issue can be reproduced at will with the following steps with one of the below Production Upgrade scenario (The above error is specific to any upgrade scenario that involves Encryption Upgrade):
1. Created Schema and custrep.dat file from DEV environment
2. Validate master_upgrep_prod_xxx.ucf file and make sure it looks fine
3. Invoke Siebel Database configuration wizard and select Production upgrade
