Siebel Tools Fails To Install due to pre-IP17 database schema being used (Doc ID 2716627.1)

Installation of Siebel Tools hangs in Post Install tasks and will not complete it even after waiting a couple of hours

The issue can be reproduced at will with the following steps:
1. Create Siebel Tools image
2. Run the installer
3. Add all the required fields and start the installation
