Symptoms

On : 20.8 version, Installation

Components not coming up after Applying patch 20.8 on top of running 20.3 Test environment (Note: This issue could occur on other versions as well).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Applied patch 20.8 on running 20.3 test environment

2. Components are not coming up in one of the siebel server which is co-located with gateway

3. Components are working fine in Other two Siebel Servers
