Symptoms

On : 19.12 version, System Admin

Siebel BusSvcMgr components not coming online after new installation 19.12 on OCI


ERROR

Any Component log : Example: SvrTaskPersist_0007_7340034.log

ObjMgrLog Error 1 000000025f8f3656:0 2020-10-20 15:49:58 (oracon.cpp (4829)) SBL-DBC-00107: An Oracle database error has occurred.

Please continue or ask your systems administrator to check your application configuration if the problem persists.
SQLParseAndExecute Execute 5 000000025f8f3656:0 2020-10-20 15:49:58 ORA-12154: TNS:could not resolve the connect identifier specified

STEPS

The issue can be reproduced at will with the following steps:
1. Migrated Siebel 19.12 Application from On Premise to OCI as fresh installation with Database copy from on Premise.

2. Completed configuration of enterprise, siebel server

3. Components with BusSvcMgr component type not coming online.
