Workflow Processes Are Not Activated During Incremental Migration(IRR) For Non ENU Languages (Doc ID 2722761.1)

Symptoms

From Siebel version 19.3, workflow processes are activated automatically as part of the IRR migration process.Irrespective of the language of migration application, workflow processes should be activated for all the available languages.
In this case, Incremental Migration has been executed and is expected to activate workflow processes in all the languages, but workflow processes are activated only for ENU Language.

The issue can be reproduced at will with the following steps:

1. Login to Siebel Migration Application from ENU Language
2. Execute Incremental Migration with changes to workflow processes
3. Login to Siebel ENU language and navigate to Site Map>Administration - Business Process > Workflow Deployment> Activate Workflow Processes view, it shows the new workflow version.
4. Login using another Siebel Application language, for example DEU (German). Navigate to Site Map>Administration - Business Process > Workflow Deployment> Activate Workflow Processes view, it shows the old workflow version.
