Why Does WEB-INF Logs Show "FATAL Com.siebel.securityadapter.SecurityManager - Authentication Failed . Rejecting Incoming Reque" Error Post Installation?

After recently upgrading from Siebel 220.127.116.11 to IP2017 and later, below errors were seen in WEB-INF file under C:\siebel\applicationcontainer\webapps\siebel\WEB-INF:
2020-10-22 18:49:02,855 FATAL com.siebel.securityadapter.SecurityManager - Database connection failed
2020-10-22 18:49:02,855 FATAL com.siebel.securityadapter.SecurityManager - Authentication failed . Rejecting incoming request
Can you let us know why those errors are being thrown in this file and does it indicate something?
