State Model Not Working On Custom BC

State Model has been implemented on custom BC, but the LOV values are not getting restricted for the user
The issue can be reproduced at will with the following steps:
1. Login to the application
2. Navigate to the custom screen which has applets based on custom BC
3. On the top custom list applet, click on the list column which has the state model defined.
