ACTUAL BEHAVIOR

Webtools component not available in AI profile component drop down in SMC to deploy after upgrade from IP15 to 20.8


EXPECTED BEHAVIOR
-----------------------
webtools component definition needs to created if it is not available in servermanager -->List comp command output

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Ran migration installation of Ip17 and 20.8 on top of existing siebel 15 environment

2. Ran upgrade IRM from siebel 15 to 20.8

3. Siebel web tools component definition is not available in AI profile component drop down in SMC to deploy

4. Logging in to server manager and running list component command doesn't show the web tools component.
