Appointments are not syncing From Outlook to Siebel

The issue can be reproduced at will with the following steps:
1. Open Outlook with login of a sync enabled SSSE user.
2. Create a new Appointment and set the Start Date and End Date. Populate the location and Subject fields and save this appointment.
3. Run a PIMSI Dispatcher job is Siebel
4. The Appointment does not sync to Siebel.
