Unable To Start Siebel Server Due To SRBroker Termination - SBL-SRM-00016: Unable to initialize the Database environment -- Unable to start common api (Doc ID 2728599.1)

Symptoms

Unable to bring the Siebel Server up due to SRBroke termination. It appears to be database connectivity issue, but there is no issue to connect to the db server using odbcsql, and srvrmgr login is also possible.
No changes were made to the database client nor to the database server.

After increasing SQL logging for SRBroker the following query was found as the last one before the component termination:
