Cannot Access Newly Created Business Service In Workflow Simulator (Doc ID 2728890.1)

Symptoms

When creating a new business service and then changing a workflow process to access the business service in Workflow Simulator, it fails with the following error:

Unable to create the Business Service 'Name of the newly created business service'(SBL-DAT-00227)
