Marketing Icon, Subject Area And Segments Marketing Metadata All Missing After Repository Upgrade to !2C OBI

Symptoms
When attempting to import the OBI repository from 11.1.1.9 to 12C during an upgrade, the following error occurs.
The issue can be reproduced at will with the following steps:
1. Export the repository from 11.1.9, this was deemed a success
2. Import the same repository in to 12.2.1.4.0.
3. This fails with errors.
Due to this issue, users cannot use 12C, the subject areas and metadata is missing including the Marketing icon from answers and the segments missing under the 'New' menu
Changes
This worked in the 11.1.9 environment, but failed in the !2C upgraded envionment
