SRProc Component Not Picking Records According To SCHED_START_DT

Information in this document applies to any platform.
Server Request Processor (SR PROC) Component is not picking records according to SCHED_START_DT sometimes; while it functions as expected at other times.
Issue can be backtracked with below steps:
1. Records gets created in S_SRM_REQUEST table and stamps SCHED_START_DT as in UTC date time.
2. When issue occurs[Jobs not processed] it compares SCHED_START_DT with server time zone which is in EST US time zone and does not process the records.
