Sfscleanup Utility Does Not Honor /T Switch for Very Large FileSystems

Symptoms
When trying to run the sfscleanup utility on linux for huge filesystems with /T switch to run in batches; the /T time is not honored.
1. Run the command sfscleanup /U xxx /P xxxxx /C pxxxx /D siebel /F /siebel/fs /X /tmp/FS_Report.log /N Y /Q Y /T 5
2. We see that utility mentions it would run for 5 minutes
Connecting to the database... Done.
Opening common API... Done.
Loading siebel dictionary... Done.
Processing file system /siebel/fs...
Query By attachment files:
* Use OR ROW_ID query
* 300 attachment file ids per query
* Start new run
* Run for 5 minutes
2020-11-13 05:18:26: Opening cached file iterator...
3. However at end of 5 minutes, the utility does not stop processing.
