Unable to Access Siebel and PeopleSoft Applications Simultaneously with Error SBL-UIF-00255 (Doc ID 2731343.1)

Symptoms

When attempting to open/use both Siebel and PeopleSoft PT8.56.09 applications on two tabs of the same web browser (Chrome, Firefox, IE or Edge)
the following error occurs.


The issue can be reproduced at will with the following steps:


1. Log in to PSFT Application
2. Simultaneously login to Siebel on another tab of the same web browser and attempt to navigate.
3. Refresh Siebel, we get blank page
