Session Timeout Occurs Even Though UI Is Not Idle (Doc ID 2733757.1)

Symptoms

After applying from 18.8 to 19.10, session timeout always occurs despite of UI operation. For example, the following values are set:

Active Session Timeout Value : 600
Active Session Timeout Warning Value: 60

In this settings, 9 minutes after logging in, the session timeout warning is displayed even though Siebel client never be idle.
