Symptoms

Upgraded Oracle database Client and Serve from 11.2.0.4 to 12.2.0.1 version and after this encountered error when performing checkout in Siebel Tools.
The following error is seen in Siebel Tools logs:



The issue can be reproduced at will with the following steps:
1. Upgrade Oracle DB Client and Server to 12.2.0.1 version.
2. Login to Siebel Tools.
3. Lock an object and modify it, then perform checkout.
