CommOutboundMgr Tasks Are Hanging For Hours on Status "Invoking method SendMessage..." Which Severe Impact Sending Emails From Siebel (Doc ID 2739562.1)

Symptoms

CommOutboundMgr component is not performing as expected. They are observing that several Jobs for Communications Outbound Manager component were in status Queued and not getting processed sporadically.


There have been no change recently, but monitoring the S_SRM_REQUEST table when this occurs the only option to recover is restart the Communications Outbound Manager component.

When executing the Siebel Server Manager command like to list task for CommOutboundMgr component there are some tasks taking several hours to complete, it show the status:

"Invoking method SendMessage for service Outbound Communications Manager"

The issue can be reproduced at will but is very frequently. The only way to recover is to bounce the CommOutboundMgr component.

 

During investigation, taking pstack output to show the CommOutboundMgr component process threads stack, it was observed that the tasks with status "Invoking method SendMessage for service Outbound Communications Manager" has the following call stack:

And from above line the thread id is the 3 number after CommOutboundMgr text, that is  Thread ID = 1643121520. Converting this decimal number to hexadecimal shows 61F00B70 which can be search on pstack output to find the thread stack as above.
