Keyboard Doesn't Appear After Upgrade To IOs 13.3 on iPad

After applying the IOs update 13.3 version on iPads, users are experiencing a problem when they try to fill in the fields in the list applets using the keyboard: the keyboard doesn't appear at all and the user cannot type anything.
The issue was reproduced in 16.19 and 19.12 versions with the following steps:
1. Login to siebel application from iPad with 13.3 IOs
2. Navigate to Service request list and try to write in Summary or Description field. The keyboard doesn't appear.
