Siebel Web Services Fail To Load And EAI Object Manager Shows "Internal: Error Occurred During Key Decryption.(SBL-SVC-00284)" When Invoked For Processing Requests (Doc ID 2741909.1)

Symptoms

When trying to build a new environment and use existing database, the web services does not load from a specific view/applet on clicking a button to save record. The EAIObjMgr_enu component that is invoked shows the below errors:

The issue can be reproduced at will with the following steps:
1. Open Siebel Application With New Database Configuration
2. Execute workflow process that invokes a web service on clicking a button
3. Check if the business service saves the record
