After Changing Receipient, Boradcast Message Is Still Delivered To The Old Receipient (Doc ID 2742225.1)

Symptoms

In HI application, if you change the 'Recipient Position' or 'Recipient Division',  users in the old position or division will not get the messages anymore.

But in Open UI application, even though you change the 'Recipient Position' or 'Recipient Division', the messages still go to users in the old position or division as well as the users in the new position or division.
