Not Able to See Next and Cancel Buttons on MDE Install Wiizard (Doc ID 2743011.1)

Symptoms

Siebel 20.10 MDE installation wizard is coming without Next and Cancel Buttons. 

The issue can be reproduced at will with the following steps:
1. Download MDE
2. Try to execute setup.bat from downloaded folder
3. Notice MDE wizard opens properly and you should be able to see Next and Cancel Buttons or not
